After checking in the admin panel that advanced WYSIWYG editor was enabled: vBulletin Options->Message Posting Interface Options->Enable Standard & WYSIWYG Controls (Check this for all three options)
I was still left with only a basic text area.
There is always an option within the user control panel that enables the WYSIWYG interface. Log in as a user and: User CP->Edit Options->Message Editor Interface->Enhanced Interface
I had to do the above for admin and moderators (as I was porting over an existing database from another forum software) but to set the option as default for new registered users go back to the admin panel and:
vBulletin Options->User Registration Options->Message Editor Interface->Show Enhanced Editor Toolbar
You should now have your WYSIWYG interface.
